Beeline Takes Clear Lead in Russia’s Multi-SIM Market

Beeline now leads Russia’s multi-SIM market with 16%, according to Rustele.COM, as businesses prioritize resilient connectivity over basic SIM sales.

Beeline has moved into first place in Russia’s multi-SIM solutions market, pulling well ahead of its nearest rivals, according to research from Rustele.COM. The firm’s analysts evaluated more than sales alone, looking at protection against service blocking, customer service, and pricing policy. Beeline finished with 16% of the market, while the closest competitor trails by more than two times, the agency said.

Rustele.COM values the Russian multi-SIM market at 2.6 billion rubles by the end of 2025 and expects it to reach 3.75 billion rubles by 2030. The report argues this is not a trend driven by fashion or branding. As mobile internet restrictions continue, demand is being pushed by a more practical need: companies want communications that do not fail at the worst possible moment.

A separate part of the research highlighted blocking protection as a key factor. Beeline’s high score was linked in large part to its Private APN and corporate network setup, which routes traffic away from public filtering points. The operator also benefited from a closed data transmission scheme, where business customer traffic does not mix with the open internet. That, the report says, makes it easier to maintain connectivity during periods of mass restrictions.

Rustele.COM also considered more routine factors, including how quickly providers prepare commercial offers, how they work with clients, their pricing policies, and what independent suppliers bring to the market. The agency said the segment is evolving quickly because selling SIM cards alone is no longer enough.

In the multi-SIM segment, Rustele.COM said the deciding factor is not the SIM card itself or promised speed, but control over traffic routing through a dedicated APN, private networks, and overlay solutions. In that setup, telecom operators have an advantage over independent players — and on that set of tools, Beeline came out ahead of the field.
